The paper shows a social phenomenon that the author has labeled as «revictimization» of indigenous peoples and Afro-descendants in a specific context of municipal order: the city of Santiago de Cali.

The research shows these phenomena from the social and historical field until the moment in which policies that are directed towards ethnic groups enjoy ambiguity and a series of contradictions that deserve to be sued, especially on issues such as participation and the instrumentalization a discourse on participatory democracy that ends in vague and banal fields.
