The winner of the CALL FOR PAPER on Nuclear disarmament is…

Finally, the last stage of Call for Paper on Nuclear disarmament that took place a few days ago has ended and we have a winner.

59144_10151253941185750_2009379358_nThe author of the winner article is Hellmut Lagos Koller, Chilean diplomat who has worked hard on nuclear disarmament and in particular has played an important role in the latest Oslo Conference on Humanitarian Impact of Nuclear Weapons .

It is significant to recognize the remarkable attitude of Hellmut Lagos because he has decided to donate the prize for the second and third place. These articles will be published in a few days at this same site. The second place corresponds to Jorge Luis Rodriguez Aquino ( Mexico ) and the third place Juan Manuel Ortiz and Vanessa Aprile ( Argentina ) .

The title of the article is: «The Nuclear Disarmament from An Latin American perspective

The complete article is here in this LINK (only in spanish)

The article analyzes the following assumptions :

a) We are living a historic moment for the growing awareness of governments and citizens about the threat posed by nuclear weapons

b ) The case of nuclear deterrence , and questionable in the context of the Cold War , are irrational in the contemporary world .

c ) The best way to convince other states not to acquire nuclear weapons is that we should give up them .

d ) To achieve the ultimate goal of eliminating nuclear weapons is necessary to negotiate a new international treaty banning them in full . They must cooperate in generating favorable conditions for a change in national defense doctrines of nuclear states , encouraging an environment of cooperation, on the understanding that nuclear countries are not enemies , and it is in their interest to get rid of nuclear weapons .
